3/4 oz rosso vermouth
3/4 oz Canadian whisky
1 dash triple sec
1 dash Angostura bitters
2 oz Champagne
---Then Do This---
Stir all (except champagne) in a mixing glass filled with ice cubes. Strain into a champagne flute, fill with champagne, and serve.
